    The Committee on Government Organization moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. for House Bill No. 2964--A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §8-10-1b, relating to the powers of mayors of Class III cities and Class IV towns or villages with paid police departments not subject to civil service; authorizing the mayor to appoint chief of police; and requiring appointed chief of police to be reinstated to previous rank.
